Action Contre la Faim is a non-governmental organisation. It intervenes in 40 countries and implements nutrition and health, food security, water sanitation and hygiene, and advocacy programmes. On the international level, Action Contre la Faim is also present in Paris, London, Madrid, New York and Montreal.

General objective:

- To give technical advisory and support to the different WASH projects on the Afghanistan mission, with a primary focus on the Charikar water network rehabilitation and extension WASH project
- To analyse the humanitarian situation in terms of water, sanitation and hygiene in Afghanistan
- To be the focal point of the mission for topics/issues likely to have an impact on ACF WASH programmes in the country (WASH cluster, national water and sanitation policies, latrines task force…)jective:

Responsibilities:

- To give technical advisory and support to the different WASH projects on the Afghanistan mission, with a primary focus of Charikar water network rehabilitation and extension WASH project
- In general, to acquire experience in the main domains of a WASH Coordinator job description
- To design user-friendly WASH APR formats and to train Programme Managers on APR, in order to facilitate the filling in of the standard ACF format
- To review various formats used within the scope of WASH projects (KAP survey format for instance…) and, if needed, to propose new standardised formats and, then, to train Programme Mangers on those new formats
- To carry out regular field visits (incl. possible visits to Ghor) and to make sure that ACF technical guidelines and standards of intervention (WASH policy for instance) are correctly implemented
- To write donor reports along with Programme Managers
- To participate in the writing of project proposals (in close collaboration with the WASH Coordinator or Head of Mission)
- To analyse the humanitarian situation in terms of water, sanitation and hygiene in Afghanistan
- To collect, analyse information on context, especially that related to water, sanitation and hygiene
- To collect data to prepare needs assessment missions and possible interventions in new areas
- In close collaboration with the technical coordinators, to identify ways for a better integration of WASH activities with Food Security ones (livelihoods approach v. public approach, composting latrines, irrigation…)
- To be the focal point of the mission for topics/issues likely to have an impact on ACF WASH programmes in the country (WASH cluster, national water and sanitation policies, latrines task force…)
- To participate actively in the WASH cluster meetings
- To participate to the WASH cluster tasks force
- To ensure the lead of a “latrines” task force aiming at identifying the main weaknesses and strengths of the latrines demand generation strategy promoted by the Ministry of Rural Rehabilitation and Development (i.e. 3 demonstration latrines per water point constructed) as well as possible alternative solutions to generate and sustain enough demand and subsequent replication

Qualification and previous experience:

Minimum baccalaureate + 2 years for an advanced vocational diploma (BTS or DUT or Masters) or university general diploma as baccalaureate + 3-4 years ideally or TESSI, Bioforce. Prior experience in the field of water, sanitation and hygiene is compulsory. Previous experience in field essential and knowledge of humanitarian work strongly recommended.

- Working with all the different partners requires being good at public relations, as well as mind-openness and diplomacy
- Ability to capitalise experience and available information in order to become quickly autonomous
- Ability to take initiative where appropriate to deal with difficulties encountered in daily work

Adaptability and flexibility:
- Ability to adapt or change priorities according to the changing situation within a mission or the organisation itself
- Ability to work within a fluid situation (changes within the team, location of programmes)
- Willingness to live and work within a team and respect the rules of collective living

Motivation and involvement:
- Motivation and commitment to humanitarian ideals
- Interest in involvement beyond the job i.e. active involvement in the ethos of the organisation itself
- Ability to integrate into the local environment including awareness of political and economic aspects of the country

Professionalism and Management:
- Ability to conduct work in a professional and mature manner
- Ability to deal with relation with local authorities as a representative of Action contre la Faim
- Ability to manage local staff in a mature and impartial manner

Status:

Employee:
- Fixed-term contract
- All expenses paid in the field: travel out/return, collective or individual accommodation depending on position and family, meals and hygiene expenses
- Ability to take in charge accompanied position depending on position
- Monthly salary ranging from €1550 to €1950 gross depending on the position and experiences + Allowance of €200 net paid on the mission
- Social security, complementary health, repatriation insurance and contribution to a pension
- Purchase of 2.08 days off per month
- 20 RTT per year
- Training of 2 to 3 weeks, achieved in Paris before leaving on mission
