IRC is looking for a Project Director to start up and oversee its urban WASH programs in Kenya in response to a USAID APS for improving the water supply and sanitation for Africa’s urban poor.
IRC will be the lead agency in a consortium likely made up of
IRC, CARE Kenya and the Umande Trust.
Responsibilities:
1. Oversee all aspects of project implementation (technical, financial,
human resource and logistics), reporting to the IRC Kenya Country
Director
2. Coordinate technical aspects of the project including water, waste
disposal, hygiene, sanitation and mainstreaming of cross-cutting issues
such as gender and HIV/AIDS
3. Provide technical oversight of all facets of the project to ensure
consistent methodological approaches are used in line with best
practices and lessons learned; share lessons learned with USAID and
partners
4. Ensure that project budget (estimated $4.5M over 3 years) is well-managed in line with IRC and donor policies
5. Coordinate partner roles and responsibilities in line with the IRC Kenya Partnership Framework
6. Establish systems and procedures for working with the partners,
including financial, reporting, logistics and HR/Administration
structures; ensure these are adhered to by the partner agencies and IRC
7. Identify key advocacy/lobbying agenda relevant to improvements in
beneficiaries lives and build network with relevant actors for result
driven lobbying and advocacy
8. Line manage senior project staff (expected 3-4)
Requirements:
- Masters in Engineering (Civil/Water etc), Development, Urban planning or related subject
- At least five (5) years experience at the senior level in the
development/humanitarian sector in the Horn and East Africa region
- Experience working on urban WASH projects at community-level in Africa
- Familiarity with cutting-edge developments and innovations in delivering water to urban populations
- Experience managing projects funded by USAID
- Experience mainstreaming cross-cutting issues such as gender & HIV/AIDS into WASH programs
- Strong organizational, interpersonal, and communication skills
- Experience working with partners and building the capacity of local civil society organizations
Specific Security Situation/Housing:
- The position is unaccompanied. IRC covers cost for accommodation and travel related to official work.
