ARD, Inc. is accepting expressions of interest from qualified Chief of Party candidates for leadership of water supply, sanitation, and hygiene program in rural Afghanistan.

ARD plans, designs, implements, and evaluates projects, and conducts research in six service areas: agriculture; democracy & governance; environment & natural resources; land tenure & property rights; and water resources & infrastructure, especially water supply, sanitation, and environmental health. We have established an excellent reputation for our ability to manage large, complex development projects, providing the right mix of logistic, program management, and technical assistance. Founded in 1977, we have conducted hundreds of domestic and international projects and comprehensive, crosscutting development programs.

This position would provide direction and oversight to long-term technical, financial, and environmentally sustainable potable water supply/sanitation services and improved hygiene behaviors for poor and vulnerable populations. This program is scheduled to run for three years.

Duties:
An ARD Chief of Party (COP) is responsible for overall program management and has primary responsibility for ensuring that project activities achieve the anticipated results. The COP will:
- Coordinate closely with USAID in developing, implementing, and revising a project’s overall field strategy;
- Be the principal link between ARD, USAID, and other development partners;
- Provide overall guidance to subcontractors and grant recipients;
- Provide expertise for quality assurance and quality control over all activities; and
- Provide comprehensive expert technical oversight and guidance in all aspects of the program.

Requirements:
The ideal candidate will have demonstrated experience in areas related to water and sanitation system engineering, community participation, hygiene promotion, and training program design. Required qualifications include:
- Advanced degree (Masters level or higher); social science or finance background preferred;
- A minimum fifteen years international development experience and ten years experience managing a multi-disciplinary team;
- Demonstrated project management, grants management, activity coordination and subcontract administration experience;
- Ability to work effectively with a wide range of collaborating partners including national, regional, and local government offices; private sector organizations; community based organizations; NGOs; and funding clients;
- Extensive knowledge of USAID operational procedures;
- Excellent interpersonal, writing, and communication skills;
- Outstanding ability to share knowledge and experience, identify and disseminate best practices, and work in multi-cultural and multi-disciplinary teams;
- Previous experience in highly political environments is required; experience in Afghanistan preferred.
