The Council of Europe has organized numerous activities involving Roma. This publication was compiled as part of the Education of Roma children in Europe project, which is responsible for implementing Recommendation No. R (2000) of the Committee of Ministers to the member states on the education of Roma/Gypsy children in Europe.
Roma people are the largest minority group in Europe and suffer some of the worst forms of discrimination. In 2006 EUMAP launched a new monitoring exercise intended to assess the reasons why Roma children in Europe are too often denied the same access to education offered to children belonging to the majority populations. Moreover, the monitoring also looks at how to ensure that Roma children can receive high quality education.

In ultima vreme, laptop-ul de 100 de dolari a stârnit ceva vâlvă şi pe meleagurile noastre. E vorba despre un proiect legislativ iniţiat de deputatul Ioan Ghişe sub denumirea "Un laptop pentru fiecare elev şi fiecare profesor". Desigur, este vorba de laptop-ul proiectat prin iniţiativa profesorului Nicolas Negroponte în cadrul programului OLPC (One Laptop Per Child) iar dotarea elevilor şi profesorilor s-ar face gratuit, costurile (estimate la circa 700 de milioane de dolari) urmând să fie acoperite de la buget. Evident, proiectul a fost respins de un senat somnolent, care n-a înţeles nimic din miza pusă în joc. N-a citit nici fundamentarea tehnică a profesorului Adrian Petrescu de la UPB, nu s-a documentat nici din alte surse, dar s-a întrecut în comentarii după ureche. Surprinzător, chiar şi pe unele forumuri publice unii participanţi (chiar tineri) s-au înfierbântat împotriva proiectului, cu argumente şubrede sau de-a dreptul false. Nu-mi propun să conving pe nimeni, ci doar să dărâm câteva dintre miturile care învăluie subiectul.

In perspectiva apropiatei aprobari a Programelor Operationale finantate cu Fonduri Structurale (prevazuta pentru luna mai) si a publicarii variantei definitive a Ghidurilor Solicitantului pentru toate Programele Operationale Sectoriale, EUROLINK - Casa Europei, in parteneriat cu Universitatea Romana de Stiinte si Arte "Gheorghe Cristea", inaugureaza vineri, 23 februarie 2007 - in cadrul Programului National de Formare Sistematica a Expertilor si Consultantilor pentru proiecte cu Fonduri Structurale - Programul de durata medie (nivel post-universitar) cat si primul Modul de Training Intensiv pe specializarea "Managementul Ciclului de Proiect cu Fonduri Structurale".
Festivalul din acest an are ca tema educatia. Nu exista limita de varsta –
poate sa participe orice persoana interesata. Participantii vor avea
ocazia sa descopere, sa invete, sa faca schimb de opinii si sa stabileasca
legaturi cu tineri din diverse colturi ale planetei. Scopul acestui
eveniment multicultural este de a creste toleranta si de a promova
dialogul intercultural.
Tinerii cu varsta intre 2-19 ani din intreaga lume sunt invitati sa
participe la acest festival si sa-si trimita filmele. In cadrul
festivalului vor fi prezentate filme realizate de si pentru copii si
tineri. Festivalul cuprinde trei sectiuni: Programul Panorama; Premiile
UNICEF Marea Britanie; si Premiile „Steel City Globe”. Pot fi trimise
filme de animatie, actiune si documentare pe tema drepturilor tinerilor.
Durata filmului nu trebuie sa depaseasca 30 de minute.

The International Peace Research Institute, Oslo (PRIO) and the
Institute for Risk Management and Societal Safety, University of
Stavanger are strengthening risk research and will soon start a
large project on the social determination of risk with an
application to critical infrastructure and mass transportation
protection in the Norwegian civil aviation sector. The research will
include two PhD projects, one with focus on developing a social
theory of risk assessment (PRIO), the other with focus on societal
security and risk management in the Norwegian setting (University
of Stavanger).

The International Indigenous Women's Forum (FIMI) is a network of indigenous women leaders from Asia, Africa and the Americas, whose purpose is to strengthen indigenous women's networks, increase their participation and visibility in the international arena and build capacity.
Although both minority and indigenous men and women experience discrimination, it is minority and indigenous women who most suffer multiple discriminations and therefore have less access to education, health and other services and resources.
What are the linkages between local knowledge systems, gender roles and relationships, the conservation and management of agrobiodiversity, plant and animal genetic resources, and food security?
Studies have shown that indigenous women have a greater risk than any other group in Canada of being victims of domestic violence. According to the available evidence, they are also significantly more likely than non Indigenous women to report the most severe and potentially life- threatening forms of violence, including being beaten or choked, having had a gun or knife used against them, or being sexually assaulted. This study examines some of the possible reasons behind these figures, as well as providing some historical background on indigenous populations within Quebec.
The roles of civil society in Central and Eastern Europe are manyfold. Before the end of socialism civil society in this region was associated with dissident movements, human rights activists and above all the Polish Solidarity movement.
Indigenous women are subject to multiple forms of discrimination on the basis of both race/ethnicity and gender. As such, abuse of indigenous women's rights can combine denial of land rights with forced sterilisation, inadequate heath care and violence. The Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) and the committee set up to oversee its implementation are valuable tools for the protection of women's human rights worldwide.

The Swedish Ombudsman against ethnic discrimination (DO) has published a report on ”Discrimination of the Sami”. Sweden recognised the Sami as an indigenous people in 1977. As such the Sami enjoy special protection and are granted innate rights under Swedish law, as well as through international conventions and declarations. However, research has shown that prejudice and racist conceptions have characterised Swedish Sami policy over the years.

Irrigation is critical to food security and economic growth in contemporary
India. The challenges for increasing the productivity of irrigation systems
to meet the additional demands of food for an increasing population in the
face of increasing scarcity and competition for water has forced countries
to think of new strategies. Despite an impressive growth in irrigated
agriculture, there has been a growing recognition that the benefits are not
always commensurate with the investments. In India, more than 60% of the
additional food will have to come undoubtedly from irrigated agriculture.
With limited scope in the horizontal growth of the irrigation sector, the
challenges for vertical growth of the sector hold great potential for
meeting additional food demands. The performance of irrigation systems is of
serious concern to farmers who rely on them for their crops and livelihoods
and to governments that have invested heavily in their development. The most
severe problems facing Indian irrigation systems are the increasing costs of
new schemes, the huge backlog of incomplete schemes, and the increasing
neglect of existing systems. The wide gap between actual and desirable
performance threatens the sustainability of irrigated agriculture. The need
therefore is for diagnosis of existing irrigation services and modernization
options. The current emphasis on macro-economic policy reforms and economic
liberalization has several important implications for irrigation.
The Committee of the Regions (CoR) believes that the basic principle underlying the process of European integration is respect for and the promotion of cultural diversity. Intercultural dialogue is a key instrument in promoting understanding of cultural diversity, that strengthens and unites people in a multilingual, multicultural Europe. Whilst there is extensive and growing literature in online and networked learning (e.g. McConnell, 2000) and in research and practice on face-to-face (f2f) action learning (AL) (Pedler et al, 2005), there appears to be very little reported or anecdotal evidence of the virtual variety. Yet with the development of communication technologies such as groupware, videoconferencing and the internet changing working and learning practices, virtual action learning (VAL) might have been seen to be flourishing as the natural successor to AL.
Access to lifelong learning provisions for all citizens and enhancement of their employabilty are central aims of European policies in education and training. eHospital, a European pilot project seeks to bring learning opportunities to people who do not normally have the chance to learn: adult patients who are forced to spend a longer period of time in hospitals.
Most companies are confronted with fast changing learning demands and the need of new concepts. Companies very much overestimate and overinvest in formal training programs, while missing out the opportunities to foster more natural and informal learning processes. This report uses a rigorous imagining approach to develop an alternative way of organizing learning in Europe whereby the traditional school system no longer plays a significant role. This study shows that, on the basis of phenomena already present in Europe today, it is possible to invent a discontinuous model of how people learn and how what they learn is used in everyday life. At the core of this model is a carefully elaborated idea of learning spaces that encompass new ways of ensuring that people have the capacity to control, direct, share and deepen their knowledge throughout their lives.
The report analyses how the competence learning to learn has been defined. It
highlights different understandings which have been developed from within the socialcultural
and cognitive psychological paradigms. It investigates the European definition of
learning to learn and how it relates to these epistemological positions. The report also
establishes what learning is not by visiting concepts such as intelligence, problem-solving
and learning strategies.

This inter-disciplinary conference seeks to

fear and resentment of women.

The European Youth Forum (YFJ) is recruiting an intern for the Policy Development
and Advocacy Department. This department deals with the policy areas in which
the Forum works (employment and social affairs, education, training, health, youth

a means of poverty alleviation. Over the years the face of microfinance has

productive and good managers of money and households. When microfinance is
routed through them there are positive outcomes which benefits entire
households and communities. This cannot be accomplished unless microfinance
is viewed as a holistic intervention where, economic and social parameters,

Reactions to those events, through passage of laws, vigorous police measures, and military initiatives have placed the United States on a continuous war footing. Genocide is not only a dark legacy of the past but a threat to the present and future of many societies. How best to respond to genocide, prevent its (re-)occurrence, provide redress for the victims and deal with the legacy of atrocities, and what is the role of international law in all this? This is the central question the course sets out to answer. Indeed, today's responses to genocide seem manifold. After forty years of lying dormant, the Genocide Convention is resuming its role as a tool for combating impunity for acts of genocide.
In 1997, United Nations Secretary-General Kofi Annan (in his report "Renewing the United Nations: A Programme for Reform") designated human rights as a "cross-cutting issue" for the whole United Nations (UN) system and asked for human rights to be "mainstreamed" into the programmes, policies and activities of all UN specialised agencies, programmes and funds. This proved to be a system-wide and ongoing challenge for the UN system, the results of which are both potentially far-reaching and little understood. A decade after the Secretary-General's call it is time to take stock of the achievements, failures and challenges of mainstreaming human rights in the UN.

The Human Rights Education Centre in collaboration with the Community Healing Network is conducting a course on Human Rights Education and Gender Based Violence.
This course will introduce the basic elements of project development and management. Step-by-step processes and techniques will be introduced for the various phases of a project life cycle. The course is intended for staff of non-governmental organisations who have responsibility for designing and carrying out a project, but with relatively little experience. Participants will be assisted in the development of a project plan that could be submitted to senior management or a funding agency.
NGO staff members, human rights activists and educators will be introduced to the fundamentals of research design, qualitative and quantitative methods, data collection and applications for improving programming. Learners will participate in exercises to develop basic research skills, analyse research studies, and will practise designing a research or evaluation project. Course participants will also become better "consumers" of such studies. Participants are encouraged to come to the course with a research or evaluation project idea that can be developed within the course.
This distance learning course provides participants with practical guidance on how to protect human rights through the European human rights system, and specifically the institutions and treaties of the Council of Europe. Participants will be introduced to the main European human rights conventions and jurisprudence, primarily as developed through the European Court of Human Rights. The course addresses European human rights standards as they apply to civil and political rights, economic, social and cultural rights, and the rights of minorities. Case studies on the freedom of expression, homosexuality, violence against women, prisoner's rights, protection of the mentally-ill, and the rights of refugees and internally displaced persons, will deepen participants' understanding of the European human rights standards and machinery.
