The project is called "Youth against Terror". It is an annual action that is held in Lithuanian capital - Vilnius, and that lasts for few days. During those days in Vilnius there are organized debates, discussions, visits to embassies of those countries where terroristic acts already took place, a charity concert (this year it will be a famous Russian rock band “Chaif” concert), an exposition of photos and of children paintings on the issue of terrorism in the world and many many more. BACKGROUND Pastoral Youth Leadership (PYL) is a participatory action research-based education program targeting pastoral youth in five villages in Sanaag. It is based on a locally developed curriculum focusing on four major components of Leadership Skills, Natural Resource Management, Human and Animal Health. PYL has been operating successfully since 2000 making a difference to hundreds of PYL graduates and to the communities in which they live. While PYL makes an important contribution to the overall self-confidence levels of its graduates, the impact of the program goes far beyond that. PYL graduates provide an important base for consultation not only in the four taught thematic areas, but in general among communities when it comes to disaster preparedness, mitigation, and coping strategies. PYL graduates are at the forefront of community-driven initiatives addressing local challenges and play center stage when it comes to assessing the needs of those communities during crisis situations. In particular, PYL graduates have taken leadership roles in a variety of initiatives related to community peace-building and are often called upon to facilitate community dialogue or intervene in situations that call for a neutral body to mediate between conflicting parties. The program uses a Participatory Learning Approach (PLA), and specifically Participatory Action Research. PYL activities currently take place in pastoral communities throughout Sanaag region in Northern Somalia. Building on lessons learnt and best practices from previous years, future PYL activities will focus on a) upgrading, documenting, and implementing the PYL curriculum in five villages in Sanaag, b) promoting pastoral indigenous knowledge on governance, natural resource management, human and animal health through Participatory Action Research and c) building the capacity of community institutions for women and youth, in order to enhance their role in supporting local schools, income-generating projects, and overall community development. 2. CONSULTANCY OBJECTIVES The overall objective of this assignment is to carry out a review of the current PYL curriculum in its four thematic areas: Human Health, Animal Health, Natural Resource Management, and Leadership. An important part of the review will be working closely with the PYL project team, which has over the years has been deeply involved in shaping the curriculum content and updating it periodically. The review of the curriculum will need to look at appropriateness and relevancy of the topics presented. The second part of the consultancy will focus on the development of the four curricula into bound and educationally enhanced documents, which will be made available in both Somali and English. The bound curricula will need to take into consideration visual enhancements, materials development based on pedagogical principles and lay-outs that are user and learner friendly. 3. DELIVERABLES 1. Reviewed, updated, and published - through illustrations, pictures, and interactive additions - PYL curricula, in textbook form, in four thematic areas in both Somali and English 4. SCOPE OF WORK The following key issues need to be addressed by the revision. The present list however is not exhaustive and additional issues might come up during the assignment. Relevance * Is the PYL curriculum in its four thematic areas relevant to the local context and in line with international best practices? * Does the content allow its learners to acquire skills valuable to them in their daily, often harsh, pastoral environment? (degree of flexibility and adaptability); * Does the curriculum show bias in terms of gender? Efficiency * Is the curriculum designed in a way that allows learners to use it with ease and understand its content? * Is there adequate overlap between the various curricula showing integration and connectedness between topics? * Are the individual lesson plans incorporated well within the respective curriculum? Effectiveness * How effectively is the curriculum addressing the respective thematic areas? * Is the curriculum assisting learners in directly transferring acquired knowledge to their living environment? * How well are learners equipped to further their knowledge and become teachers themselves? * To what extent is the curriculum used by Horn Relief replicable? Additional tasks In addition to the above, the curriculum review and documentation assignment will specifically assess and evaluate the following issues: * Areas of improvement of the curriculum are identified and addressed. * Curriculum is updated in both content and lay-out to make it relevant and learner friendly. * The assessment will take into consideration feedback from learners obtained by the PYL team and incorporate it into the revision. 5. METHODOLOGY The methodology of the assessment will closely resemble the participatory nature of PYL and take into consideration that any revisions and the eventual documented curricula will be used in the context of learner-centered knowledge transfer where the “teacher” is merely a facilitator of learning. 5.1 Assessment phases a) Briefing in Nairobi. b) Travel to field location. c) Briefing with PYL field team d) Review of curriculum, revision, lay-out changes. Draft sharing with PYL field team. Following feedback, translation from English into Somali e) Final curriculum presentation and publishing in both languages. 5.2 Location and duration of the survey The review will take place in Nairobi and Badhan, Sanaag 5.3 Reporting requirements The draft curriculum should be submitted on 31 October 2008. The final curriculum expected to be ready and presented by 10 November 2008. The curriculum should be provided in hard copy (3 copies in each language) and soft copy. 6. EXPERTISE REQUIRED The external consultant should have the following qualifications and experience. 1. Post graduate degree in education focusing on curriculum development with a strong participatory and NFE background. 2. At least five years of hands-on experience in curriculum development in an NFE context and materials development for participatory education. 3. Experience as team-leader in assessments related to curriculum revisions. 4. He/she must have knowledge in pastoral/nomadic education, preferably in the context of Somalia. 5. Familiar with issues related to livelihoods and food security 6. He/she must be experienced in developing and implementing gender sensitive assessments in education in the context of complex livelihood and food security challenges. 7. Thorough understanding of leaner-centered approaches to materials development using pedagogically sound methods in enhancing the lay-out of the curriculum. 8. Familiarity with current issues in human and animal health, natural resource management, and leadership in pastoral environments. 9. Ability to assess/review critically the assessment activities and results. 10. Experience in the use of participatory appraisal techniques in data collection. 11. Previous work experience with Somali or other pastoral communities is essential. 7. WORK PLAN AND TIMETABLE Phase & No of Days 1. Briefing and review of material in Nairobi Kenya - 2 days 3. Travel to Badhan, Somalia - 2 day 4. Meeting with the PYL team and field visits to various PYL villages - 4 days 5. Curriculum review in all four thematic areas. Continuous input from PYL team - 16 days 6. Travelling back to Nairobi - 2 day 7. Preparation of draft curriculum content and lay-out. Upon approval, translation into Somali - 20 days 8. Review of final curricula, print, and final submission - 6 days Total number of days - 52 days Horn Relief will provide logistical support and transport for field work. The youth training and community center Hirschluch is part of the project structure of the association for youth welfare services and social work (JuSeV - view to coordinating organisation) in the department of non-formal youth education; it is located in a small town called Storkow, about 60 km southeast of Berlin. There is staff working in home economics, technical and maintenance work as well as in the field of pedagogics. The center is opend all through the year. The target group for the youth training center are mainly young people from the Federal State of Brandenburg, but there are also guest groups of every age being hosted, coming from Berlin, Brandenburg and farer places.
